Government forces take Mekelle; the TPLF says it has withdrawn

Updated

Ethiopian federal forces and pro-government militias took control of Mekelle, the Tigrayan capital, on 4 October. A source close to the Tigray Peace Forces told Reuters its fighters entered the city centre on Saturday afternoon, followed by the Ethiopian military. A humanitarian source and a resident confirmed government control to Reuters the next day.

The TPLF itself said it had "temporarily moved out of Mekelle" to "operate from somewhere else".

That is what makes this different from almost everything else on this site. Both sides agree. The side that lost the city said so itself, which is not a thing armies invent.

Observations

What the evidence shows

What we see

The side that took the city is reported to hold it by two wire services citing sources in or near Mekelle, and the side that lost it says in its own statement that it has moved out.

What it is consistent with

This is the strongest evidential position any claim on this site has reached. Almost everything else here rests on one side's account, or on anonymous sources all pointing the same way. Here the losing party concedes the fact in public, which costs it something and which it would not do if the city still held. The word 'temporarily' is doing political work and should not be read as a qualification of the withdrawal itself.

What we see

Filmon Equar Hailu spoke to the Associated Press by telephone from Mekelle and is named. He describes fighters leaving in small groups over roughly three days, looting of specific buildings, Tigray Peace Force units entering, and celebratory gunfire overnight into Sunday.

What it is consistent with

Two things follow. The account corroborates the withdrawal and the entry from inside the city, by someone who is not anonymous and not a party — the first such source we have on any claim here. And the fact that he could be reached by phone at all is itself evidence that the communications blackout has partly lifted, which is recorded separately. His account is one person's view of a large city and should not be read as a description of conditions across Mekelle.

Assessments

Claim by claim

Ethiopian federal forces and allied militias control Mekelle.

Claimed by Reuters and AFP, citing humanitarian sources and residents · source rating B1

very likely 80–95%

Five sources that do not depend on each other, including the TPLF itself, which said it had withdrawn. A named resident described the handover to the Associated Press by telephone. A day later nothing has emerged contesting it.

What complicates it

Holding a city is not holding a region, and the TPLF says it will fight on from elsewhere. No independent journalist has reported from inside Mekelle.

What would change our mind

A TPLF statement contradicting its own withdrawal notice, or reporting from inside Mekelle showing contested control, would lower this. Journalists reaching the city would settle it.

The TPLF withdrew its forces from Mekelle.

Claimed by The TPLF, in its own statement · source rating C2

very likely 80–95%

The TPLF said so itself, and a named resident watched fighters leave in small groups over about three days and told the Associated Press by phone. Armies do not announce losing their own capital unless it has happened.

What complicates it

We have the statement as quoted by an outlet, not in its original form, and it does not say how many fighters left or where they went.

What would change our mind

The original statement, or evidence that the quotation is inaccurate. A TPLF counter-attack retaking the city would not falsify the withdrawal.

Civilians looted the TPLF administration office, the regional police headquarters and some shops as TPLF-allied fighters withdrew from Mekelle.

Claimed by Filmon Equar Hailu, a Mekelle business owner, via the Associated Press · source rating C2

likely 55–80%

A named resident, Filmon Equar Hailu, told the Associated Press by phone what he saw: the TPLF administration office, the regional police headquarters and some shops looted as fighters pulled out. He is the first named, on-the-record witness we have from inside Mekelle.

Supporting evidence

WOKV

What complicates it

One person, describing what he could see in a city of several hundred thousand. Nobody has published photographs, and no official has commented.

What would change our mind

A second independent account or imagery would strengthen it. An official statement that the buildings were secure, or evidence the witness described a different location, would lower it.

The TPLF said in a social media statement on Saturday that it had 'temporarily moved out of Mekelle' to 'operate from somewhere else'. A source close to the Tigray Peace Forces told Reuters its fighters entered Mekelle's centre on Saturday afternoon, followed by the Ethiopian military; a humanitarian source and an unnamed Mekelle resident confirmed to Reuters on Sunday that government forces controlled the city. AFP cited a humanitarian source saying staff reported the TPLF had abandoned the capital and that 'Ethiopian federal forces and allied forces have reportedly been observed in Mekelle city ... across various locations'. The federal army and pro-government fighters had recaptured the main airport hours before the TPLF's withdrawal statement. Ethiopia has accused Eritrea, Sudan and Egypt of backing the opposition coalition. The US State Department urged restraint, warning tensions 'have the potential to affect the entire region'.

Associated Press, carried via WOKV, 4 October. Carries the first named, on-the-record eyewitness we have from Mekelle: Filmon Equar Hailu, a local business owner, speaking by phone from the city. He says he saw TPLF-allied fighters with light weapons leaving, some on foot, in small groups beginning about three days earlier and continuing through Saturday afternoon; that looting targeted the TPLF administration office, the regional police headquarters and some shops; that small groups of Tigray Peace Force fighters entered the city; and that he heard celebratory gunfire overnight into Sunday morning. AP adds that residents told it on Saturday that federal forces had retaken the airport, 'although details were scanty', and that severe disruptions to internet and cellphone networks have made gathering and verifying information from Tigray difficult, 'although some connectivity was reported Sunday'. ACLED's Jalale Getachew Birru is quoted saying Abiy is very likely to leave regional security to the Tigray Peace Force. Residents also reported roads between Tigray and Afar closed to civilian traffic.
