Federal side announces a new interim administration for Tigray

Updated

A day after federal forces took Mekelle, Abraham Belay said preparations were under way to establish a new interim administration in Tigray. "We are working to establish a new administrative structure that will enable the people of Tigray to govern themselves," he told Fana Broadcasting Corporate, describing structures organised from the kebele level upwards, with community participation, before regional elections within months.

This is the political half of what just happened militarily. Who administers Tigray, and on whose authority, is the question the last war ended without settling.

What has been announced is an intention. No structure has been named, no election date set, and the TPLF — which says it will fight on from other positions — has not accepted any of it.

Observations

What the evidence shows

What we see

The announcement came the day after federal forces took Mekelle, and describes building administrative structures upwards from the kebele level before regional elections. In the same report the TPLF says its forces will continue the conflict from other positions.

What it is consistent with

Two authorities are now claiming the right to govern the same region, which is the condition the 2022 settlement was supposed to end. An announcement of intent is cheap and fast; building an administration from the kebele level upwards and holding an election is neither. The gap between the two is where this will be decided, and nothing in the announcement tells us how it closes.

A named official said this on the record, and a major outlet reported it. He is describing his own side's plan, which is the kind of thing a government is well placed to know and also has reason to announce early.

What complicates it

An intention is not an administration. Nobody has been named to it, no election date has been set, and the TPLF says it will keep fighting from elsewhere. We have the original interview only second-hand.

What would change our mind

A published appointment or election timetable would raise this toward established. A federal statement walking it back, or evidence Abraham Belay was misquoted, would lower it.

The same report notes the TPLF framed its withdrawal as tactical and said its forces would continue the conflict from other positions.
